Mr. Williams
Mr. Williams somehow became aware of our surveillance, and his people got in touch with us on our private phone numbers unknown to the public. Rather than continue surveillance, we had a chat. Mr. Williams said he is simply doing business as usual, and as long as business is good, he doesn’t care who the president is. He expressed that he has no interest in Steven, given Ben’s death, and doesn’t understand why Steven would have interest in him. When pressed to elaborate on his understanding of the death of Benjamin Williams, Mr. Williams declined to specify and ended our meeting. Our assessment is that he is not a danger, and does not intend to be. We recommend no further surveillance.

There are numerous living people with this name, but none with a profile that warrants surveillance. Either dead or too far underground to find.
Shepard Armstrong
Former president Shepard Armstrong lives in quiet opulence. We’ve overheard him engaged in limited political conversation, mostly about what it was like to be president. He is frequently asked about you, and what he thinks of the new regime. He refers to President Williams as a leader of strength, who has brought order to the United States. Some mention of nonspecific personal friction between the two of you, and never elaborates. No further surveillance is required.
Caroline Demiers
Observed on special order of President Williams. Lives in Park Lane Apartments alone. No pets, no significant others. Hair is a faded red at the ends, blonde otherwise. Mail is bills and catalogs, with the exception of regular but infrequent shipments of estradiol valerate. Her trash indicates she injects every two weeks. Email is uninteresting, very few orders online to track. She buys almost everything in cash, in person. Messages over Signal are mostly oriented around meeting up in person to discuss matters. GPS tracking suggests she leaves her phone at home for those meetings. She is a suspected founder of a revolutionary cell called the People’s Liberation Front, along with associates Arnold Cook and Juan, last name unknown. Our assessment is that she is not a danger, though she intends to be.
Most concerning is a video saved on her iPad that pertains to the events concerning the death of Benjamin Williams. We took the liberty of deleting it after copying it over, but other copies could exist. The video is dated to October 30th, mere days before President Williams extended his term indefinitely. At the beginning of the video, it appears Benjamin Williams has just made the connection, presumably to Caroline Demiers, though he refers to whoever is on the other end of the connection as “Charlotte Corday.” We believe this to be an alias used by Caroline Demiers. Benjamin proceeds to yell at President Williams, referring to him as a “traitor of democracy.”
He refers to Charlotte Corday as the ex-girlfriend of President Williams, and said she told him all about the “plan” of President Williams. Benjamin Williams does not outline this plan in the discussion. When Benjamin attempts to leave, promising to take his information public and sabotage the plan, President Williams bars his way and draws a knife, slashing at Benjamin and drawing blood. Benjamin attempts to exit by the window, but they appear to be locked, preventing his escape. President Williams leans down and offers Benjamin the blade of his knife, taunting him that he doesn’t have the balls to take it. Benjamin grips the blade in his palm, and a substantial amount of blood pours on the ground. President Williams laughs, slices Benjamin’s hand, and then jabs the knife into Benjamin’s throat. He warns the viewer not to say anything and that he will be watching her to make her pay if she does. This video poses a minor threat to President Williams, mitigated by earlier success in portraying his deceased brother as an enemy of the state.
We recommend further surveillance.
